The Bill (Reg. No.2004) enhances mechanisms "of realization of such a form of direct democracy as referendum by a territorial community at the level of a separate administrative and territorial unit". The Bill also offers legislative regulation of the democratic process of holding a local referendum.
The Committee believes that adoption of the Bill will alleviate access of Ukrainian citizens to the administration of local affairs, secure operation of democratic and transparent institutions, render a possibility to implement resolutions adopted at the local referenda in the current political and economic life.
